Inventory Policy

The care and safeguard of all Southern Connecticut State University property is the responsibility of every member of the University. The following policies are mandated by the State and administered by Southern Connecticut State University's Property Control Office.

Per Section 4-36 of the Connecticut General Statutes, "Each state agency shall establish and keep an inventory account in the form prescribed by the Comptroller, and shall, annually transmit to the Comptroller a detailed inventory of all property owned by the state and in the custody of such agency."

To maintain an accurate reporting of all assets to the state, the Property Control Office must conduct an annual physical inventory of every department on campus, in some cases with the assistance of a representative from the department. At the conclusion of each University department's annual inventory, it is the responsibility of each department to maintain the locations of their property through the remainder of the year. To facilitate this, department chairs and/or supervisors are instructed to annually appoint a staff or faculty member within their department to communicate with the Property Control office any changes to their inventory with regard to item location changes, theft, loss, items on loan, and surplus equipment.

 

What types of items are tracked by the Property Control office?

University equipment having a value of $5,000 or more and a useful life of one year or more is considered capital property. Tangible property that contains sensitive information and is theft-prone, with a unit value less than $5,000, and an expected useful life of one or more years, is considered controllable property. 

Controllable property inventoried at SCSU includes various types of portable computer devices, specifically iPads, tablets, laptops, and notebooks, due to their sensitive, portable, and theft-prone nature.

Both capital and controllable property is tagged with an SCSU barcode and inventoried annually by representatives from the Property Control Office.
