The Associate Director of Business Services manages the daily operations of Procurement Services as well as contract compliance for all contracts originating from Southern Connecticut State University, including negotiation, preparation, and contract oversight to ensure proper controls over contracting procedures and contributing to sound fiscal and administrative management.

Position Responsibilities

Responsible for the planning and managing of all contractual and procurement activities for the university.

May assist with Requests for Proposal (RFPs), purchase orders, personal service agreements (PSAs), student affiliation agreements and various license agreements.

Assists in the development, negotiation, and finalization of vendor agreements for signature, as well as monitoring contracts for compliance with State and Federal statutes, Board of Regents policies, the Attorney General’s guidelines, internal procedures, and contract terms and conditions.

Responsible for the development and implementation of contract compliance policies and procedures, to ensure sound fiscal management and compliance with the State Code of Ethics. Creates operating policies and procedures related to procurement/purchasing.

Assists the Director of Business Services in contract negotiations and financial issues relating to the university bookstore, food service, snack vending, and miscellaneous auxiliary services.

Responsible for managing budgets for Accounts Payable and Procurement Services.

Responsible for the development of training programs for the university regarding PSAs and other types of applicable agreements.

Acts as liaison between the university and the CSCU System Office, the Office of the Attorney General, the Department of Administrative Services, and other state agencies as required.

Responsible for oversight and management of the university’s Record Information Management Program.

Responsible for oversight and management of day-to-day operations of the university’s Purchasing Card Program.

Responsible for the university’s Set-Aside Program for small contractors and minority business enterprises.

Performs other duties related to those above which do not alter the basic level of responsibility of the position.

Qualifications

Bachelor’s degree in accounting, purchasing management, financial management or a relevant business or public administration concentration. Five (5) years of related experience in business, purchasing and/or contract law and administration. Demonstrated ability to develop complex and involved contracts, negotiate these contracts with vendors and service providers, and manage and monitor contracts in accordance with their terms and conditions, State and Federal statutes and regulations, Attorney General guidelines, Board of Regents policies and State Code of Ethics. Knowledge of the basic principles of risk management and insurance programs including safety and loss control techniques. Demonstrated experience in developing RFPs and other such justification documents. Demonstrated knowledge of applicable State and Federal statutes, and procurement best practices. Demonstrated ability to manage the work of support staff, if applicable. Ability to use personal computers and associated software; considerable oral and written communication skills. Knowledge of basic principles of contract law including the ability to read and understand legal documents. Credentials and/or experience substantially comparable to the above may also be considered.
